The objective of this role is to fulfil a regional technical specialist consulting position who supports multiple European and Middle Eastern refineries in the safe operation of existing facilities and the safe design of new projects. Provide in depth technical leadership and support to refining sites with a focus on hazard identification, risk assessment and providing cost effective risk management solutions.

Main Tasks & ResponsibilitiesRespond to plant operational events and assist sites to develop risk based solutions to novel or higher risk situations. Analyze site safety incident and near miss performance Drive site improvement in the areas of Safety and Loss Prevention Drive site asset improvement in the areas of Safety and Loss Prevention Assist sites in application of new safety technology and risk assessment tools Provide regional technical leadership via involvement (participation / facilitation) in formal technical networks / work groups Develop and deliver training in risk assessment, safety in design and safe operating practices for plant engineers and key operating personnel Support major capital projects in the areas of design consulting, technical quality assurance and start-up assistance Develop and maintain technical standards & guidelines

QualificationDegree in Chemical or Mechanical Engineering (Chartered or working towards Chartership preferred) 10+ years professional experience required - preferably within an operating company or a major engineering contractor (petrochemical or other heavy industry experience strongly desired)
Technical Knowledge & SkillsKnowledge of design, technical support and troubleshooting for refining operations Knowledge of the key hazards and safety features of typical refinery process equipment Knowledge of safety design and engineering practices, and the relevant industry standards (e.g. API, BS, EN, NFPA) Experience in the use of appropriate analysis techniques - Risk assessment and mitigation - Hazard and Operability Review (HAZOP) - Field safety assessments - Fire protection and safe operations reviews - Incident investigations - Safety review of new project facilities - Hazardous area classification reviews - Blast protection reviews Knowledge of tools to carry out dispersion modelling and flame radiation assessment Knowledge of process hazards and safe working practices (e.g. Brittle fracture, H2S, electrostatic hazard, LPG storage, Work Permit procedures) Candidate must be able to work independently and in teams, both as a team member and leader. Proactively apply engineering and problem solving skills to meet challenging safety and business objectives.
